As Chief of Staff, Matt oversees all constituent and congressional programs, National Marine Sanctuary Foundation coordination as well strategic planning and overseeing the office of the Director.

Before becoming Chief of Staff, Matt was the Communications Director of ONMS for 21 years overseeing media, outreach, constituent and congressional affairs as well as visitor centers, film partnerships, and corporate partnerships for the ONMS. Matt was the leader in visioning, creating, and sustaining the National Marine Sanctuary Foundation, NOAA’s nonprofit partner that supports the programs on the National Marine Sanctuary System. The foundation has grown from nothing to more than $12 million a year as a partner for NOAA programs.

As the National coordinator for both the 1997 Year of the Coral Reef and the 1998 International Year of the Ocean, Matt has built a network of private and NGO partners focused on ocean conservation.

Before coming to NOAA, Matt worked on Capitol Hill for Senator Dennis DeConcini and Congresswoman Karan English.
